Are all headphones and earbuds prohibited? Is there an alternative device that's OK?

Yes, as stated in multiple places, all headphones and earbuds are prohibited. The ONLY acceptable alternative is I understand someone now makes little speakers that clip on to your shirt collar. Those are ok. Any earbuds near your ears will be considered "guilt by association" as the Tour de France does with cyclists hanging out with sport dopers. :-)
